LPS Country Profile Methodology

In order to analyze and compare the nature and extent of localization in different countries, a set of metrics was developed to analyze four key dimensions of a country's local public sector, including:

  • the organizational/governance structure of the public sector;
  • the assignment of functional responsibilities;
  • the public sector's vertical fiscal profile (covering both public sector revenues as well as expenditures); and
  • an overview of the local public sector's (political, administrative and fiscal) institutional arrangements.

The structure and contents of the LPS Country Profile methodology was based on a comprehensive review of existing methodologies.

In addition, an Expert Roundtable hosted by LPSI in January 2012 brought together experts from the World Bank, IMF, OECD and USAID to inform the LPSI methodology by highlighting existing practices, experiences, and shortcomings in existing measures.
