LPSI's Theory of Change

The Local Public Sector Initiative is built around the notion that all human development actually takes place at the local level and that—as a result—three things need to happen within the public sector in order to achieve inclusive and sustainable human development:

1. Adequate resources need to flow down to the local level in order for public services and development interventions to reach the people
2. Those resources should be distributed efficiently and equitable across the national territory
3. At the local level, the right institutions (discretion, accountability and incentives) are required to efficiently transform resources (inputs) into public services (outputs and outcomes).

LPSI's research agenda seeks to verify the assumptions underlying these three basic hypotheses. In addition, these elements provide the overall framework for LPSI's ongoing research agenda.
